A short history of inflation in Vietnam
Central Planning and Doi Moi (1976 to 1989)
Vietnam had inflation of several hundred per cent a year in the 1980s, and the cause was the economic system itself. After reunification the south was brought into central planning and private trade was suppressed; state enterprises ran losses that the central bank covered by issuing money, while prices fixed below the cost of production guaranteed shortages, so goods reached the public through black markets at prices the official figures did not capture. A currency and price reform in 1985 intended to correct this made it considerably worse.
The Doi Moi reforms launched in December 1986 dismantled most of that apparatus, returning land to household farming and freeing prices, and inflation fell through the following decade as production recovered.
Overheating After WTO Accession (2007 to 2008)
Inflation peaked at 28.3% in the year to August 2008. The country had joined the World Trade Organization at the start of 2007 and foreign investment arrived faster than the financial system could absorb; credit grew sharply, the economy overheated, and the global food and fuel spike of 2008 arrived on top of it. The State Bank of Vietnam still manages the dong against the dollar rather than targeting inflation directly.
