A short history of inflation in Timor-Leste
Dollarisation and the Petroleum Fund (2010 to 2012)
Timor-Leste uses the United States dollar as its currency, having adopted it on independence, so it has no exchange rate of its own and no central bank able to set interest rates. Its inflation is therefore imported almost entirely: world prices for the food and fuel it buys, and whatever the dollar happens to be doing.
Inflation reached 17.7% in the year to January 2012, when government spending from the country's petroleum fund rose steeply in a small economy with very little domestic production to meet it, at the same time as regional food prices were high. With no monetary policy to deploy, the budget is the only instrument available, which makes the pace of spending from the fund the central economic question.
Post-Covid Inflation (2021 to 2023)
In Timor-Leste, prices rose fastest in January 2023, at 9.8%. The causes of the post-Covid inflation were global in nature, beginning with the lockdowns: factories and ports closed and the shipping between them fell out of sequence, so goods took longer to make and longer to arrive. Governments had spent heavily supporting household incomes through those closures, so when restrictions lifted there was money waiting to be spent and not enough on the shelves to spend it on. Then in February 2022 Russia invaded Ukraine, disrupting two of the world's largest suppliers of wheat, fertiliser, oil and gas at once, and the cost of everything grown, heated or transported rose with them.
