A short history of inflation in Tunisia
The Wheat Shock (2022 to 2023)
Tunisian inflation peaked at 10.4% in the year to February 2023, its highest in this record. Tunisia buys most of its wheat abroad, and much of it came from Russia and Ukraine, so the invasion in February 2022 raised the cost of the country's staple food at the moment its public finances were least able to absorb it.
Subsidies hold down the price of bread, fuel and cooking oil, which means a world price rise lands first on the budget and only later in the shops, and then arrives as a step when a subsidy is trimmed. A weakening dinar and a long negotiation with the IMF over those subsidies kept the rate above 5% for most of the four years that followed.
Post-Covid Inflation (2021 to 2023)
In Tunisia, prices rose fastest in February 2023, at 10.4%. The causes of the post-Covid inflation were global in nature, beginning with the lockdowns: factories and ports closed and the shipping between them fell out of sequence, so goods took longer to make and longer to arrive. Governments had spent heavily supporting household incomes through those closures, so when restrictions lifted there was money waiting to be spent and not enough on the shelves to spend it on. Then in February 2022 Russia invaded Ukraine, disrupting two of the world's largest suppliers of wheat, fertiliser, oil and gas at once, and the cost of everything grown, heated or transported rose with them.
