A short history of inflation in Uruguay
The Inflationary Decades (1960s to 1990s)
Uruguay had persistent and sometimes very high inflation from the 1960s onwards, running at three figures in the early 1990s. The causes were chronic: an economy that stopped growing once the post-war demand for its wool and beef fell away, a large state payroll and pension bill that successive governments would not cut, and the resulting deficits financed through the central bank. The debt crisis of the 1980s closed off external borrowing and made it worse.
Uruguayans learned to index wages and contracts to past prices and to hold a large share of their savings in dollars, both rational responses to a currency that could not be relied upon, and both of which passed each shock straight through the economy.
Stubborn Moderate Inflation (2005 onwards)
The crisis years are over, but the habits outlasted them, and that is its own kind of problem. Indexation and dollarisation make moderate inflation harder to squeeze out than the headline rate suggests, and Uruguay has spent years slightly above its central bank's target range rather than inside it.
