A short history of inflation in Cabo Verde
Import Dependence and the Euro Peg (2008)
Cabo Verde is a small island economy that imports the great majority of what it consumes, including most of its food and all of its fuel, which makes its price level unusually sensitive to world commodity prices. The peak of 10.2% in the year to October 2008 is the global food and fuel spike of that year passing through almost undiluted.
What steadies it is the exchange rate. The escudo has been pegged to the euro since 1999, backed by a credit arrangement with Portugal, which imports the European Central Bank's monetary discipline and removes currency risk from the tourism and remittance flows the economy depends on. Cabo Verdean inflation has consequently been closer to European levels than to those of its regional neighbours.
Post-Covid Inflation (2021 to 2023)
In Cabo Verde, prices rose fastest in July 2022, at 9.0%. The causes of the post-Covid inflation were global in nature, beginning with the lockdowns: factories and ports closed and the shipping between them fell out of sequence, so goods took longer to make and longer to arrive. Governments had spent heavily supporting household incomes through those closures, so when restrictions lifted there was money waiting to be spent and not enough on the shelves to spend it on. Then in February 2022 Russia invaded Ukraine, disrupting two of the world's largest suppliers of wheat, fertiliser, oil and gas at once, and the cost of everything grown, heated or transported rose with them.
